What is a public warning and Mass Alert System-

There are two types of iAlert-
Group Messaging- Group Messaging is a warning and alerting
system based on text or voice messaging via a cell phone network, for effective
communication with first responders and other stakeholders (Govt./Public) who
are responsible for the management of an emergency or disaster situation. It
provides advance intimation to officials to initiate preventive actions to
minimize likely of human lives due to impending disaster. It can also be useful
in sharing post-disaster information like helpline numbers, nearest rescue shelters,
the do’s and don’ts, and other helpful information.
It sends messages in the form of text SMS/Voice messages to
a pre-determined set of phone numbers. SMS and Voice messages will be sent in
different languages so that all members of the community in vulnerable areas
can understand the message. It can also forward warning messages via social
media platforms as well as media broadcast stations.
iAlert Location-Based system- iAlert allows for sending text
messages (SMS) to all mobile subscribers present in the vulnerable area to be
affected by Cyclone or any other Disaster. It also includes both national
subscribers and international roamers. The operator is able to draw a polygon
of a particular area through a GIS map and send alerts to all the mobile phone
users who are present at that time inside the polygon. It sends alerts to
people based on their real-time location at the time of sending the alert. Our
solution is independent of the mobile handset, i.e. it supports both
smartphones and feature phones/non-smartphones). Furthermore, our solution does
not require any configuration changes on the subscribers’ handsets.
Deployment Strategies for iAlert-
It provides for two solutions models depending on the privacy
laws of the country:
De-Centralized – All citizen information is always
kept at TSP premises and data is never sent to concerned entities. The central
system allows for sending commands to the system at the TSP premise, which
will, in turn, send out alerts depending on the request received from the
central system.
Centralized – All data is stored in the secured form
at the central system and Alerts are processed on request of the users, while
direct access to complete data is avoided.
